ASQA (Australian Skills Quality Authority) is the national regulator for Australia’s Vocational Education and Training (VET) sector.

ASQA ensures the quality of VET so that students, employers, governments, and the community can trust the integrity of qualifications issued by training providers. ASQA regulates providers who deliver VET qualifications, courses to overseas students, accredited VET courses, and some providers who deliver English Language Intensive Courses for Overseas Students (ELICOS).

The ASQA performance assessment evaluation, also commonly known as a performance assessment audit, is a systematic assessment of a training organisation’s compliance with the Standards for Registered Training Organisations (RTOs) 2015. The objective of the audit is to ensure the integrity of providers and the qualifications they provide in Australia. This audit often serves as a quality control measure that aims to protect the interests of learners, employers, and the broader national vocational education and training community.

 

ASQA typically conducts these assessments as part of its monitoring process, from initial registration application to when existing RTOs change their scope or renew their registration or if data indicates potential non-compliance​

 

The performance assessment audit often involves reviewing several aspects of an RTO’s operation and the organisation’s performance. An ASQA performance assessment can include governance, training and testing strategies, educational resources, trainer and evaluator qualifications, evaluation practices, learner support services, and the administration and management of the training organisation.

The ASQA Performance Assessment Process includes five key steps:

  • Initial contact and request for preliminary information, planning of assessment scope, and an opening meeting. This will generally be initiated by a notification letter. 
  • Information requests, virtual or onsite observations, and interviews with RTO Compliance managers, trainers, assessors, and others.
  • A closing interview process to outline findings and identify issues or non-compliances.
  • Delivery of a performance assessment report that identifies compliance and non-compliance.
  • Sharing findings, outlining next steps, and providing a timeframe for responding to any identified non-compliance and submitting a rectification plan

An ASQA Performance Assessment Report is a document prepared after an ASQA Performance Assessment. It identifies a training provider’s compliance or non-compliance with the standards set by the Australian government. The report may lead to the provider’s approval to continue delivering education and training, or, in some cases, it may result in conditions or sanctions, such as suspension or cancellation of registration if required standards are not met. 

An internal audit is a service designed to assist RTOs in maintaining a quality-assured and compliant status. It is an effective method for ensuring that an RTO’s processes meet regulatory obligations and standards and maintain ongoing compliance requirements. Experienced RTO compliance managers typically provide this service and focus on establishing comprehensive RTO compliance processes.

We will perform the audit in line with the current audit model used by ASQA and provide you with a detailed audit report and action plan to rectify any identified non-compliances and prepare you for future audits. We also undertake targeted audits focusing on specific areas such as assessment practices, student support services, or particular educational institutions and RTO standards.

The VET Quality Framework is a comprehensive set of standards and requirements. It’s utilised by the ASQA to evaluate if Registered Training Organisations (RTOs) within its scope fulfil the criteria for registration.

The Framework aims for increased uniformity across Australia in the registration and standard enforcement of RTOs within the vocational education and training (VET) sector.

The Framework governs RTOs in the Australian Capital Territory, New South Wales, Northern Territory, Queensland, South Australia, and Tasmania, as well as RTOs in Victoria and Western Australia that provide courses to overseas students or students outside these states.

These include as part of ASQA’s regular monitoring processes, in response to new provider applications, or when existing RTOs undergo changes in their scope or renew their registration.
